So far, along with the development of economic globalization and the rise of information technology, trade in services has become a new economic growth hotspot recognized by all countries. In March 2017, The 13th Five-Year Plan for the Development of Trade in Services issued by 13 departments including the Ministry of Commerce pointed out that trade in services has become an important support for the transformation and upgrading of China's foreign trade and acted as an important link for pushing forward the supply-side structural reform and also an important carrier for mass entrepreneurship and innovation. In recent years, in the wake of the adjustment and transformation and upgrading of China's economic structure, many provinces and cities including Jilin Province and Beijing have given the top priority to trade in services to boost economic development and focused not only on self-development within the region, but also on strengthening complementary advantages in a bid to achieve joint development among regions.
