Beijing Introduced 15 Innovative Measures to Attract Top-Notch Talent and Innovation-Based Enterprises

  On January 8, Beijing held a press briefing on the development of “Two Zones” (National Integrated Demonstration Zone for Greater Openness in the Services Sector and the China (Beijing) Pilot Free Trade Zone) in the field of technological innovation. Beijing has formulated the Work Plan for Accelerating Technological Innovation and Promoting the Establishment of National Integrated Demonstration Zone for Greater Openness in the Services Sector and China (Beijing) Pilot Free Trade Zone, which puts forward 15 innovative measures centering on the pain points and difficulties of technological innovation, in a bid to attract a number of top-notch leading talent and innovation-based enterprises to “settle” in Beijing, according to an official from the Beijing Municipal Science & Technology Commission at the briefing.

  

  According to the Plan, the evaluation permissions of experts for the identification of high-tech enterprises will be delegated, and the evaluation process will be simplified in certain districts; the strategic technological talent and their teams introduced to new R&D institutions will be fully empowered in such aspects as the right to decide the research route, the right to establish the team, the evaluation of professional title, and the academic exchange abroad.

  At the same time, measures will be taken to ensure the smooth channels for technology cooperation and exchange, promote the development of the National Center for Technology Innovation in Beijing-Tianjin-Hebei Region, the Collaborative Platform for Basic Research in Beijing-Tianjin-Hebei Region, and the Joint Laboratory in Beijing-Tianjin-Hebei Region, improve the mechanisms for technological cooperation among Beijing, Hong Kong, Macao and Taiwan, carry out international scientific and technological cooperation, promote the openness and sharing of large-scale scientific facilities and infrastructure around the world, support offshore innovation and entrepreneurship and build overseas innovation centers.

  With regard to the talent task in the “Two Zones” development, Beijing will explore the establishment of a recognition mechanism for past qualifications, allowing qualified professionals in finance, architectural design, planning and other fields with overseas professional qualifications to apply for work and residence certificates according to the regulations after filing, and to work in the administrative areas of Beijing, and their work experience abroad can be deemed as their work experience in China.

  In addition, Beijing will work on the implementation of preferential policies on individual income tax for overseas high-end talent in specific areas, and will issue interim measures and implementation rules in the near term; allow foreigners to use their permanent resident ID cards to start and participate in Chinese-invested companies; provide facilitation policies for foreign exchange settlement of overseas employees of Chinese-funded institutions in Beijing; facilitate overseas high-end talent to purchase foreign exchange with their legal income and remit it under domestic current account, and facilitate them to settle foreign exchange of their dependent children’s tuition fees beyond the foreign exchange quota in their own name.

  From September 4 to 9, the 2020 China International Fair for Trade in Services (CIFTIS) was held in Beijing, with the theme of “Global Services, Shared Prosperity”. President Xi Jinping clearly pointed out in his speech at the 2020 CIFTIS that in order to give better play to the leading role of Beijing in opening up China’s services sector, we should encourage Beijing to build the National Integrated Demonstration Zone for Greater Openness in the Services Sector, implement more pilot projects, explore more experience that could be replicated and promoted; establish a pilot free trade zone characterized by technological innovation, opening-up of services sector, and digital economy, and build a high-level opening-up platform for coordinated development of Beijing-Tianjin-Hebei Region, so as to bring about a new pattern of reform and opening-up at a higher level.

  

  At the “Further Opening Up the Service Sector and China Inbound-Outbound Forum” held during the 2020 CIFTIS, Yang Jinbai, Vice Mayor of Beijing Municipality, delivered a keynote speech titled “Shared Resources for Win-Win Future”. Yang Jinbai said that Beijing had established a unique dominance in opening-up. Over the past 40 years of reform and opening-up, Beijing had established unique dominance and valuable experience with the talent, education, and other resources. As the national science and technology innovation center, Beijing, guided by the building of the “Three Science Cities and One Economic Development Area”, had developed a complete scientific and technological innovation system by organically integrating the sources of original innovation, the gathering areas of innovation elements, the large-scale scientific and technological service platforms, and the recipients of the transformation of scientific and technological achievement.

  At the promotion event — “Beijing Theme Day • Lead to Openness” held during the 2020 CIFTIS, Wang Hong, Vice Mayor of Beijing, said that in terms of hardware environment, Beijing would further deepen the reforms to streamline the government, delegate power, and improve government services, and strive to create a market-oriented and international business environment. Beijing was striving to build a number of international schools, international hospitals and international talent communities. Meanwhile, Beijing attached great importance to creating the international language environment. The international portal of the People’s Government of Beijing Municipality had been launched for test run, which could provide policy interpretation, online affairs handling and interactive consultation functions in English. In the next stage, Beijing would launch the versions in Korean, Russian, Spanish, and Arabic, so that foreign tourists, students, friends, investors, and managers could feel at home in Beijing.

  Wang Hong added that Beijing's future trade in services would be highlighted by digital trade and technological innovation. In terms of digital trade, based on the dominance of the national science and technology innovation center and following the new trends in the development of the digital economy, Beijing would make accelerating the development of digital economy and digital trade a top priority in the next step of expanding the opening-up of the services sector, and would be committed to establishing and improving the rules of digital trade, enriching and improving the ecosystem of digital economy development, and attracting and cultivating a number of influential leading companies and unicorns in the digital economy. In terms of technological innovation, by giving full play to the rich technological resources and leveraging its unique dominance of the national financial management center, Beijing would focus on key directions such as fintech, build a global-oriented state-level demonstration zone for fintech and professional service innovation, and take the lead in carrying out pilot projects such as regulatory sandbox.
